Transportation Prioties for Davie County ~ Drop-in Sessions Planned to Review & Comment in

The North Carolina Department of Transportation has published a ranked list of transportation priorities based upon a variety of roadway data including congestion, travel times, safety, and accessibility. Projects from all modes of transportation serving local and regional needs will have public input—highway, bicycle, pedestrian, public transportation, aviation, and rail. The Northwest Piedmont Rural Planning Organization (RPO) invites you to participate in the County Advisory Committee Meetings for Transportation Priorities. The purpose of the meetings is to review and rank transportation projects for consideration by the Northwest Piedmont RPO for inclusion in the North Carolina Transportation Improvement Program (TIP). Public input during these meetings may affect the selection of a project for funding. We are pleased to present to you this year’s Annual Drinking Water Quality Report.  This report is a snapshot of last year’s water quality.  Included are details about your source(s) of water, what it contains, and how it compares to standards set by regulatory agencies.  Our constant goal is to provide you with a safe and dependable supply of drinking water.  We want you to understand the efforts we make to continually improve the water treatment process and protect our water resources.  We are committed to ensuring the quality of your water and to providing you with this information because informed customers are our best allies.  If you have any questions about this report or concerning your water, please contact Radenka Dragas at 336-751-2635.  We want our valued customers to be informed about their water utility.  If you want to learn more, please attend any of our regularly scheduled meetings.  They are held at the Mocksville Town Hall, 171 Clement Street on the first Tuesday of each month.  Please click here for a PDF copy of the complete report.

REQUEST FOR PROPOSALS

SOLICITING AGENCY: Town of Mocksville, North Carolina

SERVICES SOLICITED: Professional services for Administration Services for a Public Facilities Project for Economic Development as specified herein.

PURPOSE OF SOLICITATION: The Town anticipates the award of a grant for Economic Development from the North Carolina Department of Commerce for a Community Development Block Grant (CDBG);

In accordance with the State of North Carolina Administrative Procedures Manual for Federal Block Grant Funds and the procedures of the North Carolina Department of Commerce, the Town of Mocksville, North Carolina hereby invites the submission of proposals from qualified individuals and firms having professional experience in administration of CDBG project for Economic Development. It is the intent of the Town to receive proposals for the purpose of comparison and competitive negotiation for professional administration services by soliciting proposals from an adequate number of qualified individuals or firms to permit reasonable competition consistent with the nature and requirements of the administration process. From these proposals, the Town desires to select a qualified party and award a contract for Project Administration Services.

Award of a Contract for Project Administration services for this project shall be made to the responsible individual or firm whose proposal is most advantageous to the Town. Special considerations shall be given to experience, technical ability, familiarity with the services to be provided, reputation, and quality and value of work, which may be performed for the Town in the past. Price shall not be the sole consideration for award of this contract.

EVALUATION OF PROPOSALS: The qualifications of individuals or firms submitting proposals will be evaluated by the Town as provided in the State of North Carolina Administrative Procedures Manual for Federal Block Grant Funds and requirements of the North Carolina Department of Commerce. The Town reserves the right to make such investigations to determine the qualifications and ability of each offerer to perform the services requested and to complete the work in a satisfactory manner and within the specified time frame.

 

Determination of the qualifications and ability of offerers shall be based, among other things, on:

1)       Completeness of the Proposal
2)       Content of the Proposal
3)       Past Performance of the Individual or Firm
4)       Minority Firm, Small Business, Local Business

RECEIPT OF PROPOSALS: The Town will receive proposals from qualified individuals or firms to perform tasks as outlined in this Request for Proposals. Each individual or firm submitting a proposal shall be responsible for the examination of the Request for Proposals, and shall become familiar with all the requirements thereof, including site visitations, if necessary, to become thoroughly and fully acquainted with factors effecting work.

The Town requests that in addition to individuals and firms providing items requested in this document thus far, that the following information be provided as a part of the RFP response:

a)       A preliminary outline of work elements to be performed and a general work schedule. This report must be no longer than five pages and include a description of proposed work and fee schedule.

b)       List all Economic Development Application Preparation or Project Administration experience, on going or completed, with whom the individual or firm has had involvement in the past. Indicate the area of involvement.

c)       List all other Economic Development Application Preparation or Project Administration experience, on going or completed, with whom the individual or firm has had involvement in the past. Indicate the source of these programs and the area of involvement.

d)       A description of the firm, along with resumes and qualifications of personnel who will be performing required services.

 

All proposals that are incomplete, unconditional, obscured, altered, contain additions or materials not requested, or which have irregularities of any kind may be rejected since it is the intent of the Town that all proposals be comparable for evaluation purposes. Firms must submit proposals with required attachments in time for receipt by the Town on or before:  June 1, 2014

Proposals not received by the prescribed time and date will not be considered. All proposals received within those time lines shall be valid for a period of sixty (60) days from the above noted receipt date. An award for Administration Services shall not be made until all funds are in place from the related grant sources.

Each offerer shall agree to provide consultation to the Town to enable it to complete the Administration of this grant project. The Town is an equal opportunity employer. Female and minority-owned businesses are encouraged to apply.
